Table of Contents
Codeium was an AI coding assistant for code editors. The company renamed itself Windsurf in April 2025. Cognition agreed to buy Windsurf in July 2025, and the Windsurf editor became Devin Desktop in June 2026. Its agent can search the web and read pages, but the docs name no user agent or robots.txt token for these requests.

Web search and page reads
The web search documentation describes Cascade, the agent in the Windsurf editor. Cascade can search the web when a prompt needs current information. A user can force a search with @web, query a list of known documentation sites with @docs or paste a URL into the chat.
Cascade reads pages such as documentation, blog posts and GitHub files. The docs say that “the page reads happen entirely on your device within your network”. So the request comes from the developer’s computer, not from a central crawler. The docs also say that Cascade cannot parse all pages.
The Devin Local agent has its own web fetch and search tools. The docs do not describe how these tools identify themselves.
Allow or block
Windsurf and Devin documentation give no user-agent string, robots.txt token or IP list for these requests. So there is no documented name to use in a robots.txt group. The page reads come from the computers of individual developers, so a rule for one IP range does not cover them.
The docs say that Cascade browses the Internet “as a human would”. Treat these visits like visits from a developer’s own browser.
